Terms of Use
Rules governing access to and use of the MAZU Menu-to-Service Platform.

1. Acceptance of Terms
By registering for, accessing, or using the MAZU Menu-to-Service Platform (the "Platform"), you agree to these Terms of Use. If you do not agree, do not create an account or submit service requests through the Platform.
The Platform is owned and operated by the World Meteorological Centre Beijing (WMC Beijing) in support of WMO Members, National Meteorological and Hydrological Services (NMHSs), and programmes such as Early Warnings for All (EW4ALL). These Terms apply to all authorized users and institutions using the Platform.
2. Eligibility & Accounts
You must provide accurate registration information, including your name, organization, country or region, and intended use of the Platform. You are responsible for maintaining the confidentiality of your credentials and for all activity under your account.
Self-service registration on this website is available only to Service Requesters (WMO Members and authorized institutions requesting customized meteorological services). Platform Administrator and Service Provider accounts are assigned through a separate management system and are not created via public registration.
- Keep your contact email valid for verification, workflow notifications, and order updates.
- Use only the role and permissions assigned to your account; do not attempt to access functions reserved for other roles.
- Notify the Platform operators promptly at wmc-bj@cma.gov.cn if you suspect unauthorized access or misuse of your account.
- Do not share login credentials or impersonate another user or institution.
3. Permitted Use
The Platform supports the customized meteorological service lifecycle: browsing the Service Catalog, building Request Lists, completing Tailored Solutions (including needs analysis), submitting orders, and tracking implementation in Task Management.
You may use these features only for legitimate meteorological, hydrological, climate, or related public-service purposes, and in accordance with your institution's policies and applicable WMO guidelines.
- Do not attempt to disrupt, reverse engineer, scrape, or overload Platform systems.
- Do not upload unlawful, misleading, defamatory, or malicious content.
- Do not use the Platform to solicit or provide services unrelated to its stated mission.
4. Service Requests, Orders & Review
Information in Request Lists, request detail forms (requirements and contact information), analysis inputs, attachments, and submitted orders must be complete, current, and truthful. Submissions may be reviewed by WMC Beijing coordinators, Platform Administrators, or authorized Service Providers before acceptance or implementation.
Catalog descriptions, pricing estimates, solution modules, AI-generated drafts, and indicative timelines are planning and coordination aids. They do not constitute a binding contract unless confirmed in a separate formal agreement or order document issued by the relevant institution.
You are responsible for validating AI-assisted analysis and draft solutions with qualified personnel before operational, financial, or policy decisions are made.
5. Intellectual Property
Platform software, documentation, branding, and curated Service Catalog content remain the property of WMC Beijing, the China Meteorological Administration (CMA) ecosystem partners, and their licensors, unless otherwise stated.
Meteorological products, datasets, and deliverables fulfilled through the Platform may be subject to separate licensing or data-use terms communicated at order confirmation.
You retain ownership of content you submit. You grant the Platform operators a limited, non-exclusive license to store, process, review, and share that content with authorized personnel and partners solely to operate the Platform and fulfill your requests.
6. Availability & Disclaimers
The Platform is provided on an "as available" basis. We strive for reliable operation but do not guarantee uninterrupted access, error-free outputs, or that every catalog item or service tier is available in every region or timeframe.
References to third-party systems, websites, or resources (including linked external sites) are provided for convenience. WMC Beijing is not responsible for the content or availability of third-party services.
7. Suspension & Termination
We may suspend or restrict access if these Terms are violated, if required for security, maintenance, or legal compliance, or if an account appears inactive, fraudulent, or misused. Where practicable, we will provide notice through the contact details associated with your account.
You may request correction of profile information through Account Settings. For account closure or role changes, contact wmc-bj@cma.gov.cn or your institution's designated Platform coordinator.
8. Privacy
Our collection and use of personal and institutional information is described in the Privacy Policy. By using the Platform, you also acknowledge that policy.
9. Changes to These Terms
We may update these Terms from time to time. Material changes will be reflected by updating the "Last updated" date on this page. Continued use of the Platform after changes take effect constitutes acceptance of the revised Terms, unless applicable law requires otherwise.
