Privacy Policy

How the MAZU Platform collects, uses, and protects personal and institutional information.

1. Overview

This Privacy Policy describes how the MAZU Menu-to-Service Platform (the "Platform") collects, uses, stores, and protects information. The Platform is operated by the World Meteorological Centre Beijing ("WMC Beijing", "we", or "us").

This policy applies when you register, sign in, browse the Service Catalog, build Request Lists, complete Tailored Solutions, submit orders, track tasks in Task Management, or otherwise communicate with Platform coordinators and authorized partners.

Use of the Platform is also governed by our Terms of Use. Where this policy and the Terms conflict on privacy matters, this Privacy Policy prevails.

2. Information We Collect

We collect information you provide directly and technical data generated when you use the Platform. The categories below depend on your role and how you use the service.

  • Account and profile data: name, email, organization, country or region, assigned role (for example Service Requester, Platform Administrator, or Service Provider), phone number, and stated intended use.
  • Service workflow data: Service Catalog selections, Request List items, quantities and priorities, request scope and contact information, needs-analysis inputs, AI-assisted draft outputs you choose to save, messages, and file attachments.
  • Order and task data: submitted orders, review status, implementation milestones, and related correspondence visible in Task Management.
  • Authentication and security data: login timestamps, session identifiers, verification codes, and password hashes (passwords are never stored in plain text).
  • Technical logs: IP address, browser type, device information, and error diagnostics used for security monitoring and troubleshooting.

3. How We Use Information

We use collected information to create and manage accounts, authenticate users, enforce role-based access, process service requests and orders, coordinate review with WMC Beijing personnel and authorized partners, deliver workflow and order notifications, and respond to inquiries.

Analysis inputs and AI-generated drafts are processed to support Tailored Solutions and planning workflows. Outputs are advisory; operational decisions remain the responsibility of qualified personnel at your institution.

Aggregated or de-identified statistics may be used to understand catalog usage, regional service-request patterns, capacity planning, and platform reliability. We do not use these statistics to re-identify individual users without a lawful basis.

4. Legal Bases & Purposes

Depending on applicable law and your institution's policies, we process personal information to perform the service you request, to comply with legal obligations, to protect the security and integrity of the Platform, and where appropriate based on legitimate interests in operating a WMO-related cooperation platform.

Where consent is required for a specific processing activity (for example optional communications), we will request it separately and allow you to withdraw consent where the law provides that right.

5. Sharing & Disclosure

We do not sell personal information. We may share data with authorized WMC Beijing coordinators, Platform Administrators, Service Providers, and implementing partners who need access to review, fulfill, or support your requests, subject to role-based permissions and confidentiality obligations.

Information may also be shared with infrastructure or support vendors that host or maintain the Platform under contracts that require appropriate security and limited use of data.

We may disclose information when required by applicable law, by a competent authority, to protect the security of the Platform and its users, or to prevent fraud and abuse.

6. Data Retention

Account, Request List, order, and task records are retained for as long as needed to provide services, support ongoing implementation, meet institutional audit or cooperation requirements, and comply with applicable policies.

When retention is no longer required, we delete or anonymize information in accordance with our internal schedules and legal obligations, unless a longer retention period is mandated by law or institutional agreement.

7. Security

We apply administrative, technical, and organizational measures appropriate to the sensitivity of the data, including access controls, encrypted transport (HTTPS), and authenticated API access for member services.

No online system is completely secure. Please use strong, unique passwords and report suspected incidents promptly to wmc-bj@cma.gov.cn.

8. Your Choices & Rights

Depending on your jurisdiction and your institution's data-governance procedures, you may have rights to access, correct, restrict, or request deletion of certain personal information, or to object to specific processing.

For institution-specific requests (for example NMHS-wide data handling), contact your designated Platform coordinator in addition to WMC Beijing where required by your policies.

  • Update profile fields such as organization, phone, and intended use in Account Settings.
  • Manage email verification and password through the registration and account pages.
  • Opt out of non-essential notifications where such options are provided in the product.

9. Cookies & Local Storage

The Platform uses browser local storage and session mechanisms to maintain sign-in state, preserve Request List contents during your visit, and support core workflow features. Essential storage is required for normal operation.

If optional analytics or similar technologies are introduced in a future release, we will describe them in product release notes or an updated notice on this page before they take effect, where required by law.

10. International Processing

MAZU serves WMO Members and partners globally. Information may be processed in the People's Republic of China and, where necessary for cooperation or service delivery, in other countries. We apply safeguards intended to protect confidentiality and integrity consistent with WMO cooperation frameworks and applicable data-protection requirements.

11. Children

The Platform is intended for institutional and professional use. It is not directed at children under 16, and we do not knowingly collect personal information from children. If you believe a child has provided personal information through the Platform, contact us at wmc-bj@cma.gov.cn.

12. Updates & Contact

We may revise this Privacy Policy from time to time. The "Last updated" date at the top of this page indicates the latest version. Material changes will be reflected on this page; continued use of the Platform after changes take effect may constitute acknowledgment where permitted by law.
